Amend Rule 2645 "The Stones" by replacing "Escape Risk" with "Base
Escape Risk".
Amend Rule 2643 "Collecting Stones" by inserting the following paragraph
immediately before the final paragraph:

The escape risk of a stone is B if it was used in the previous Agoran
month, and two times B otherwise, where B is its base escape risk,
except that if the escape risk is greater than 100%, it is instead 100%.
}
[This doubles the escape risk of stones when they are not used, in order
to provide an incentive to use them and not just hold on to them.]
