Trigon sent a message that was clearly received by all on 12 July (in my timezone UTC+10), but was headed as sent on 13 July for most recipients. Rule 478 tells us that a message is sent at the time the header shows it to be sent. Conflicting headers are to be resolved as a matter of game custom under CFJ 2206: https://faculty.washington.edu/kerim/nomic/cases/?2206. Obviously, respecting the objective fact that the email was neither sent nor received on 13 July is preferable to the alternative. It is better for all that the email is deemed to be sent at the gmail time of 12 July (or in some timezones 11 July) rather than on the fake date of 13 July that Trigon clearly inserted. CFJ 3920 is FALSE
CFJ 3919 queries whether Trigon initiated a CFJ at all. CFJs are called by announcement (R 991). An announcement to a public forum is public if it is, among other methods, sent to a public forum. Trigon's message was sent to a public forum - agora-business. Evidence for that can be found here: https://mailman.agoranomic.org/cgi-bin/mailman/private/agora-business/2021-July/047015.html. Nothing else is required. CFJ 3919 is TRUE. -- >From R. Lee
