Erm, an interesting question, does this sort of explicit deferal
of authority allow a lower power rule to do the mod, or is it
restricted to other power-3 rules by by R1482?  R1950 used to be
power-2, and I vaguely remember that power-1 rules weren't allowed
to set voting limits...but was there a court test of that?  Don't
remember one.

If it's allowed to to the mod, it's probably broken... R1950
was supposed to keep voting power mods at 2 to prevent oligarchs/
shareholder/ other non-democrats from setting their own VP.
