Rule 1868 states that a CFJ is open if it has not been judged and closed if it is not open So, if a case has been judged, there is no rule keeping it from still being considered open. Thus, after a CFJ has been judged, there is no way to determine if it is open or closed. Therefore, it can't be determined if the ruling is valid.
