I understand the purpose of the Rule as a whole.  What's the "turn slowly
or not at all" bit about?  I don't follow that sentence.

There's the potential for us to lose track of who is genuinely turned,
but the "good faith" clause means that that doesn't invalidate any
assignments.  We could add an "unturn everyone Without Objection"
clause so that unknown turn status can be recovered.  No mess, and
less mechanism.  Platonism to a pragmatic (small "p") end.
