source but a trustworthy cite in terms of legend debunking.
In RL I deal with this sort of reclassification regularly (Congress
says all X shall be treated as P, Agency issues legal guidelines
that "a is in X" or when information is inperfect "a being in Y
is a proxy for a being in X", Agency peons treat a as P, and
various lines of evidence, scientific or legal challenges eventually
reclassify a as not-X (sometimes retroactively).
