Hey, before you go into non-integer powers, what ever happened to power-2?
It seems like everything's either 1 or 3 these days.  If we're not even
using the hierarchy we've got, why go further.

I think it's an artifact of the rules slimming last year.  Everything
with power over 1 that made the cut and was worth keeping was important
enough to be upgraded to power 3.  But that doesn't mean we shouldn't
re-fill that power-2 gap and think about the precedence structure in
that context.

For example, there's no reason all VC spending can't be controlled
at power-2, with a single clause in a power 3 rule allowing power-2
rules to change VPOP.

Personally, I advocated complex power a couple years back... the
idea remained imaginary, though.
