The Tax Levy is a specific amount of Currency. At the beginning of each

in debtor's prison, it ought to have some purpose besides being used
to pay officers' salaries.


When this proposal is passed, the Tax Levy is set to $200.

I don't think joining the game and doing nothing for six months is a
major drain on the game.  There's one tick for the Registrar to note
registration, one tick for the Clerk of the Courts to note the same
thing, and another tick for the Clerk of the Courts to make the player
inactive because e's not judging anything.  But if someone joins the
game and does nothing for six months, e'll have to pay all eir
Currency in taxes and *then* be put in the Chokey.

There are officially 18 players right now and 7 offices.  If this
proto were to be adopted, there would be a total of 8 offices and 18
players to hold them.  The two fake players are protected from having
to pay taxes, but that still means that at any time, *at least* 8
players are prevented from earning any Agoran Dollars at all.  To
avoid being placed in the Chokey, each player must ensure that e is an
officer for at least two out of every five months.  Agoran offices
don't change hands very frequently (for the extreme example, OscarMeyr
has been Herald since June 2006) and I don't see any indication that
that will change in the near future.

I am therefore opposed to this proposal.
