It depends whether you interpret "mutually exclusive" as a prohibition
(with the next clause amounting to "if someone pushes me, I push back"),
and/or whether you interpret "allowed to hold office" as including
"allowed to occupy for an infinitesimal duration" or requiring "allowed
to occupy for a non-infinitesimal duration" (i.e. whether you interpret
"hold" as "become" or "retain").
