In this proto, I sneak a bit of executorship into the rules.  Now
offices have duties which devolve upon their holders.  There is no
real reason for the Speaker not to be an office, so I have made it
one.  The installation methods for the Speakership and other offices
are still distinct.

Section 0.  General office rules
----------------------------------------------------------------------

Amend rule 1006 (Offices) to read:

     An office is an actor so designated by the rules.  An office can
     be held by a player, called its officer; an office is vacant
     when not held.  Two players cannot hold the same office
     simultaneously.  Whenever a player is installed into an office,
     if e does not already hold the office, then the office becomes
     vacant; simultaneously, the player comes to hold the office.  An
     office does not become vacant except as specified by the rules.

     While a player holds an office, the duties of the office devolve
     onto em.  The holder of an office may act on behalf of that
     office in order to fulfill these duties.  In public actions, the
     holder should make it clear if e is acting on behalf of the
     office, for example by signing eir message with the name of the
     office.

     If an office would otherwise be vacant and it is possible for
     the player who holds the Speakership to hold the office, then e
     does.  This does not prevent a player from being installed into
     that office.

     Any player may, with Agoran consent, install an active player
     into an office provided that

     (a) that office has not changed hands with this method in the
         previous thirty days and

     (b) the potential office consents to hold the office after the
         notice of intent to install em into office but before the
         attempt to install em into office is made.

     If no attempt to install a player into a particular office
     besides the Speakership in this way is initiated in a given
     quarter, then the Director of Personnel is required to make at
     least one such attempt in the following quarter.

     If the duty of an office is to maintain certain information,
     then the office shall publish that information at least once a
     month, or as soon as possible after a substantial change occurs
     in the information or the officer receives a request for the
     information.  A weekly report shall be sufficient to satisfy the
     final two requirements.

     If an officer fails to satisfy a Timing Order to perform a
     certain official duty, then the player who executed the order
     can and may perform the duty as though e were the officer.


Amend rule 402 (Church and State) by replacing the text reading:

     For seven days after a cardinal wins the game with no other
     players simultaneously winning, then any player may announce
     that the winning cardinal becomes a pope.  Upon this
     announcement, that player becomes a pope, so please treat em
     right good forever.  Also upon this announcement, the current
     Speaker ceases to be Speaker, and the new pope is installed as
     the new Speaker.

with text reading:

     For seven days after a cardinal (the Pope) wins the game with no
     other players simultaneously winning, then any player may
     install the Pope into the Speakership by announcing that the
     Pope is a pope.  Please treat em right good forever.

and by replacing the text reading:

     If no cardinal has become a pope in the past six months, or a judge
     finds that the current Speaker has been inactive, inattentive,
     unwilling, or unable to perform eir Agoran duties, then a cardinal
     may be named a pope (and therefore Speaker as above) by Agoran
     Consent.  This is not considered winning.

with text reading:

     If the Speakership has not changed hand in the past six months
     or a judge finds that the current Speaker has been inactive,
     inattentive, unwilling, or unable to perform eir Agoran duties,
     then any player may, with Agoran consent, install a cardinal
     into the Speakership.


Amend rule 1450 (Separation of Powers) to read:

     If a set of offices is mutually exclusive, then no player may
     hold more than one of the offices simultaneously.  If a player
     would come to hold two such offices simultaneously, then e
     ceases to hold all but one such office, the Speakership if
     possible and the position e came to hold most recently
     otherwise.

     The following sets of offices are mutually exclusive:

     (a) Promotor and Assessor;

     (b) Speaker and Clerk of the Courts.

Section 1.  Rules for specific offices

Amend rule 2139 (The Registrar) to read:

     The Registrar is an office; e is responsible for keeping track
     of players.

     The Registrar's report shall include

     (a) each player's nickname (if any) and listed email
         address(es);

     (b) the date on which each player most recently registered; and

     (c) a list of all public or discussion fora, with sufficient
         data regarding each forum to enable players to receive
         messages from those fora.


Amend rule 103 (Always a Speaker) to read:

     The Speaker is an office; e is responsible for holding otherwise
     vacant offices that aren't the Clerk of the Courts.

     If the Speakership would otherwise be vacant and the player (the
     Elder) whose most recent registration is earliest can hold the
     Speakership, then the Elder is installed into the office of
     Speaker.  This does not prevent a player from being installed
     into the Speakership by other means.


Change the title of rule 2138 (The International Associate Director of
Personnel) to "The Director of Personnel".

Amend rule 2138 to read:

     The Director of Personnel is an office; e is responsible for
     keeping track of officers and reports.

     The Director of Personnel's report shall include

     (a) the holder of each office;

     (b) the date on which each officer most recently came to hold
         that office; and

     (c) the date the most recent attempt to install a player into
         that office was initiated.


Amend rule 1377 (The Herald) to read:

     The Herald is an office; e is responsible for keeping track of
     the history of Agora and its players.

     The Herald's report shall include

     (a) a list of each Patent Title and Degree that at least one
         person bears, with a list of which persons bear it;

     (b) a list of one or more Threats, including Bears.

     The Herald is encouraged to maintain and publish at regular
     intervals the list of watchers and the history of registrations.


Amend rule 1051 (The Rulekeepor) to read:

     The Rulekeepor is an office; e is responsible for maintaining
     the text of the rules of Agora.

     The Rulekeepor's weekly report shall include the Short Logical
     Ruleset.  The Rulekeepor's monthly report shall include the Full
     Logical Ruleset.


Amend Rule 889 (The Clerk of the Courts) to read:

     The Clerk of the Courts (CotC) is an office; e is responsible
     for receiving and distributing Calls for Judgement (CFJs) and
     Appeals.

     The CotC's monthly report shall include the Stare Decisis, which
     is a list of past CFJs.  For each such CFJ, the Stare Decisis
     shall include

     (a) its statement;

     (b) the date on which it was called;

     (c) its outcome, if any, on Judgement; and

     (d) its outcome, if any, on Appeal.

     Whenever a CFJ is made, the CotC shall add it to the Stare
     Decisis.  E may, at eir discretion, add earlier CFJs.  E may,
     without objection, remove a CFJ e deems no longer relevant from
     the Stare Decisis.


Amend rule 2137 (The Assessor) to read:

     The Assessor is an office; e is responsible for collecting votes
     and keeping track of related properties.

     The Assessor is the default vote collector for all Agoran
     decisions that do not specify a different vote collector.

     The Assessor's report shall include

     (a) each player's voting limit on ordinary proposals; and

     (b) each player's voting credits.


Amend rule 1607 (The Promotor) by replacing the text reading:

     The Promotor is an office; its holder is responsible for
     receiving and distributing proposals.

with text reading:

     The Promotor is an office; e is responsible for receiving and
     distributing proposals.
