There are three ways to resolve it that I can see:

1. No matter what passed or didn't pass, as long as some players
announce that they become sitting down I can publish a Notice of
Rotation (which may be even be invalid according to R1871).  Then new
CFJs can be submitted with the same statements (R1871: "e was turned
when it was called.") and assigned to the aforementioned players who
*must* be eligible.

2. With less CFJs but questionable legality, I can depend on R2133,
R1871 and (after publishing a Stare Decisis and ratifying it) R1551 to
assign judges that, depending on the resolution of the proposals, may
or may not actually be eligible to judge the CFJs.

3. If all else fails, more legislation.
