As root pointed out, Rule 2143 has a default clause, I'm using it.  In

I still think the Catalog should be a rule.  Recall there was a
majority vote in favour of abolishing Agoran Contracts; just not the

They still exist, I'm using them.  Should 2/3 supermajority be reached,
I'll go along with it, but the additional use of Agoran Contracts here
may actually swing opinion in the other direction.

By announcement.  I'll fix that.

It's regulated (as being allowed under certain circumstances), hence
Rule 101 does not give em the right to do it absent those circumstances.

This was brought into question before (wrt combining the "no breaking
our nomic-ness" and "no breaking our proposal system" clauses).  The
evolution of dealing with regulated actions has evolved roughly like so:

  v1 "A Nomic Property is a property of an entity that exists only
      because the rules define it as existing.  Nomic Properties
      cannot be changed except as specified by the rules."

  v2 "Regulated actions cannot be performed except as specified by the
      rules."  (With the interpretation that "a player can X if Y"
      counts as regulation of doing X in general, thus a player cannot
      X unless Y.)

  v3 "Players don't have the right to perform regulated actions except
      as specified by the rules."  (Rule 101 explicitly grants players
      the right to perform unregulated actions.)

     A Wheeze's owner may use it once per day by announcement.

Is anyone ever prohibited from using a Wheeze?  Is anyone ever incapable
of using a Wheeze?

Players other than the owner can't use it.  This seems to fall under
the same Rule 101 discussion as above.

Still no way of acquiring Knuts other than registration.  That's going
to limit how much wheezing can happen, possibly to the point where it
reaches a standstill.

Herbology is one attempt at filling that gap.
