Ah yes, by precedent (eg CFJs 1377, 1385), "Be it Hereby Resolved that X is Y" is a legislative order for the recordkeepor of X to note that X is Y, and for game obligations (for everyone) to arise accordingly. One could argue "no recordkeepor" = "no target" = "invalid order". -Goethe
