But using the partnership's VLOP or VCs requires diplomacy in any case, 
although it does indeed allow for more efficient VC usage.  Of course I 
suppose this could be taken to extremes, e.g. an agreement that would 
submit an Ordinary proposal for any player, then (if it passed) use the 
resulting VCs on its author.
