Modify Rule 106 by replacing the following text:
(This might have to be changed depending on other proposals)
The adoption index of a proposal is an integral multiple of 0.1,
with a default and minimum value of 1.0. Before the Promotor
distributes a proposal, its proposer may modify its adoption
index by announcement. A Proposal with an Adoption Index of 1
is Ordinary. All other Proposals are Democratic.
with the follwoing
The adoption index of a proposal is an integral multiple of 0.1,
with a default and minimum value of 1.0. Before the Promotor

A Proposal with an Adoption Index of less than 2 is Ordinary
by default.
All other Proposals are Democratic.
An Ordinary proposal may be made Democratic by any player
during its voting period With 3 Supporters.
There's a subtle issue here that we've run into before. The default
AI is 1, and the default chamber for that AI is Ordinary. Thus the
default chamber for a proposal is Ordinary. When the proposer then
modifies the proposal's adoption index to 2 or 3, the proposal remains
Ordinary because that default has already been applied.
I think that this was one of the motivations for making chamber
entirely dependent on AI in the first place.
