There's a subtle issue here that we've run into before.  The default
AI is 1, and the default chamber for that AI is Ordinary.  Thus the
default chamber for a proposal is Ordinary.  When the proposer then
modifies the proposal's adoption index to 2 or 3, the proposal remains
Ordinary because that default has already been applied.

I think that this was one of the motivations for making chamber
entirely dependent on AI in the first place.
