I don't think there's much such rule text.  The main one is Timing
Orders, but you don't remove that.  Your proto removes rule text mostly
by removing functionality.

Maybe I should clarify. Much of the functionality removed is no longer
needed when there is a redundant backup for an office. For example,
there is no longer a need for a vote collector replacement process
when a Committee fills the role of Assessor. There is no need to
account for a vacant office when no offices will be left vacant, etc.
