The reason it's of high power is because this clause:

      In general, the Rules shall be adjudicated as if the Rules were
      a binding agreement between all Players, entered into by every
      player as a part of becoming a Player. 

was a direct replacement for the old R101 "All players shall obey the
Rules", re-written in contract language. That's a high-powered concept,
perhaps one of the highest in the game just below rights.  That's not an
argument for or against the change, it's just context as to the reason---
dunno if the downgrade breaks anything or if this concept should be
moved back to R101.
