I was mis-remembering a case earlier this year.  In that case, the
sequence of events was as follows:

  1) Week begins
  2) Player registers
  3) Proposal distributed
  4) Player votes on proposal
  5) Week ends

EVLOP isn't set from VVLOP until step 5, but another rule sets it
from BVLOP at step 2, so no problem.  In this case, though, the
sequence of events was

  1) Week begins
  2) Proposal distributed
  3) Player registers
  4) Player votes on proposal
  5) Week ends

Even if R2156 didn't disqualify me for failing to be a player at
step 2, it measures my EVLOP based on step 2 (at which point it
was zero), so it would invalidate my votes anyway.
