I find this awkward to read in this order.  Is there a particular
reason why a description what the contestmaster SHALL do with the
submitted programs occurs way before how programs get submitted is
mentioned?

Also, the proposed rules don't state that the winning program chosen
by the contestmaster shall be a submitted program.  It says the
"contestmaster SHALL select one program" -- not submitted program --
"which...is shorter than all other submitted programs".  Come to think
of it, it requires it to be a working program shorter than all other
submitted programs.  If a player were to submit a 1-character program,
it is highly unlikely to successfully implement the task, but no
winning candidate could be shorter, so no winner.  Perhaps it should
be shorter than all other submitted programs which sucessfully
implement the task.
