My intention was yes. e.g., I wager 3 red and 4 blue marks that proposal 5133 is adopted.
Maybe the wording: The number of Marks being wagered and eir colors ... makes it clearer through the plural?
Of course, all of this could be done anyway by offering to agree to an appropriately written binding agreement...
