This generalizes the fix. Unfortunately, it also makes 955(a) unreadable; can anyone correct that?

"the number of distinct voters who submitted valid ballots FOR and/or
SUPPORT" would probably suffice.

In practice, ordinary proposals have been drawing about 10 voters
lately, so this would effectively require em to gain simple-majority
democratic support as well as weighted ordinary support.

Also note that players have (for just over a year) had the option of
voting "if the proposal would meet quorum based on FOR votes alone,
then AGAINST, otherwise no vote", but in practice almost never bother
to use it (I did use it a couple of times last month), suggesting that
they don't really care about being that ruthlessly efficient (and/or
don't want their own proposals to face similarly ruthless opposition).
