[Draft II changes:  
  - No double-votes if you support your second-class person's actions 
    (amendment to (d))
  - cleaned up reporting requirements (simplified them by making them
    longer)

[To resolve a dependent action, you just have to report the voters
casting the appropriate type of vote: SUPPORT for with Support,
OBJECT for without Objection, both for Consent.  You no longer count
yourself in support.  You still have to identify the (valid) voters.]

Amend Rule 1728 (Dependent Actions) by replacing:
     (b) The available options are SUPPORT and OBJECT.

with:
     (b) The available options are a subset of SUPPORT and
         OBJECT, as defined by the specific method of dependent
         action.

and by replacing:
      (d) The eligible voters are those entities that were active
          first-class players at the start of the voting period,
          except for any entities disqualified by the rule specifying
          that the action can be performed dependently.

with:
      (d) The eligible voters are those entities that were active
          first-class players at the start of the voting period,
          except for: (a) members of the basis of the initiator of 
          the decision; and (b) any entities disqualified by the rule 
          specifying that the action can be performed dependently.

and by deleting:
      (h) The announcer, by virtue of the announcement of intent,
          implicitly submits a ballot of SUPPORT on the Agoran
          decision, if e is an eligible voter and does not explicitly
          repudiate this implication in the announcement.


Amend Rule 2124 (Methods of Dependent Actions) to read:

      The following methods of dependent actions are defined:

      (a) With N Supporters.  For this method, the support index is
          N and the available option is SUPPORT.  "With Support" is
          synonymous with "With 1 Supporter".  A tally of votes need 
          only include a count of up to N valid ballots to resolve 
          the decision, even if there are more.

      (b) Without N Objections.  For this method, the objection index
          is N and the available option is OBJECT.  "Without Objection"
          is synonymous with "Without 1 Objection".  A tally of votes
          MUST include all valid ballots up to a count of N to resolve
          the decision, but needn't include more.

      (c) With N Agoran Consent.  For this method, the majority index
          is N and the available options are SUPPORT and OBJECT.  "With
          Agoran Consent" is synonymous with "With 1/2 Agoran Consent".
          A tally of votes must include all valid ballots.
