It used to be the responsibility of the contestmaster/group leader to
provide the text of the contract on demand; not the task of the Notary
to maintain it.  Not having to track whether contest text changes have
been made or not made is significant (tracking membership and existence
is considerably easier).

Proto-proto Change:  The [identified representative] of a public contract
must post the full text and membership of the contract asap after any 
change, and at least once per month.  (Failure to do so leads to loss
of public status after notification).
