I never said it was.  It is, however, something I could *generally*
do.  Rule 2169 does not use the "without allowing for review"
qualifier that you insist on adding.

One more analogy, and I'll keep it within Agora's dependent action
system this time.  I can deregister a player who has been inactive for
three months without objection.  Deregistering such a player, then, is
something I could do, especially considering that I have in fact done
just that in the past.
