initiating a CFJ for violating it?

We need to rewrite this sentence from R2158:

"A judge SHALL NOT assign an inappropriate judgement to any judicial question."

The intent here is to make sure that a judge does eir duty diligently and does not blatantly misrule on a case. However, this has been used against Goethe and (withdrawn) myself, when appealing the ruling is a far better way to change the CFJ decision.
