What I thought was that the Note Exchange isn't working mainly because there isn't much incentive for people to put up their notes: I haven't been offering to sell my Credits, and even if I were, I don't have enough notes to do anything useful, I believe. Also, I think as it's worded, the Note Exchange agreement makes people spend their Notes to fulfill their Marker agreements even if they have enough Credits to cover them.
