I'm annotating just a few CFJs and I dug this up: by the precedent of
CFJ 1753-- although I disagree with it-- non-players do not have the
right to deregister rather than continue to play.  In that case, a
non-player was stuck in a contest, having previously deregistered
without intending to cease to play, and couldn't leave.

So, proto to clear things up:

Amend Rule 101 (viii.) to read:
      viii. Every person has the right to cease to play the game.

This way the right is independent of whatever definition exists of
"player" or "deregister".
