That has to do with a case where an action was clearly visible, but
tried to use "all" in place of a number to specify units.  That's
really different then a case where the sentence is clearly written
but hidden/buried in unrelated text.     

I think there's been cases where actions have been hidden in reports
before and not questioned on this particular issue.
