Good lord that takes me back, who would have thought my newbie mistake
would end up semi-useful?

Though back then we could DISMISS ill-formed cases by judge's decision.
Now, we wait for the CotC to decide whether or not to assign, then
someone with the opposite view calls a second CFJ on the first.

I've thought for a long time that we should bring back the procedural 
DISMISS.
