You can pretty much play without taking on any obligations at all as long as you remain supine, don't run for any offices, and don't join any contracts that place obligations on you. I see no real reason not to register immediately and just dive in. The registrar's report shows no one using the name Tiger since at least late 1994 when records started being kept.
