You need to set the AI of those proposals. (The AI of a proposal
determines how easy it is for the proposal to pass, what sort of voting
is used on it, and importantly, the most powerful rule it can affect.
For instance, rule 2173 is a power-2 rule; so you need an AI-2 proposal
to be able to affect it.) You can retract and resubmit a proposal to set
its AI.
