The relevant rules here are 2140 (Power Controls Mutability) and 106 (Adopting Proposals).
If you submit an AI-1 proposal, it will get a Power of 1 when it's adopted (per rule 106). Per rule 2140, it will therefore only be able to change power-1 things. If you submit an AI-2 proposal, it will get a Power of 2 when it's adopted; therefore, it'll be able to change power-2 things, in addition to power-1, power-1.5, and power-1.7 things (you can change lower-powered things but not higher-powered things.) An AI-3 proposal can change anything, because the restrictions in rule 2140 only apply to things with a power less than 3. Note also that voting on proposals with an AI of at least 2 is always Democratic, whereas voting on proposals with an AI of less than 2 is Ordinary by default; and the higher a proposal's AI, the bigger a majority it needs to pass. -- ais523
