Yes, it sets off Win by Dictatorship for me and the AFO as soon as the rule's amended to claim to let us make arbitrary rule changes, regardless of whether the rule is powerful enough to do so. So regardless of whether either of the escalations worked (what's sparking off the arguments)< me and the AFO won (and the passing of the proposal has now self-ratified, due to a secondary scam).
