But it can, sometimes, lead to one. Especially when it's in the rules
rather than, say, a contract.

If you believe that I should not be able to WbP from this, I invite you
to explain exactly why either
    1) the statement should be judged something other than UNDETERMINED,
       and what judgement should be entered instead;
or
    2) my CFJ is not an inquiry case on the possibility or legality of
      a rule-defined action (actual or hypothetical, but not arising
      from that case itself, and not occurring after the initiation of
      that case).

Barring that, I see no basis in the Rules to deny me my Win.
