So we should always submit our CFJs to the Justiciar since submitting
them to the CotC doesn't actually initiate a CFJ, which is a very good
reason not to do it?  Is this a new era of secret CFJs and a flooding
of a Justiciar's private email?

Of course, it's not clear that submitting a CFJ to the Justiciar
without publishing it initiates a CFJ either. And if they weren't the
same person, how would the CotC know that a published CFJ wasn't also
submitted to the Justiciar?
