The problem is there needs to be a re-leveling in general.  Tagging
penalty level to Power was convenient, but there are many breakages
of Power-1 rules that we'd call "significant" crimes, on the other
hand there are many hand-slap "latenesses" to consider.

The current two notes per rest is leveled right for the more direct
action-based crimes (e.g. a purposeful illegal action) but not for
lateness; lowering it to one note/rest would be right for lateness
but too high for significant crimes.

I'd suggest, a first step is making "lateness" and "failure to judge"
as a whole a single defined type of breakage with a minor penalty.

THis can be part of the economic re-leveling coming about through
the repeal of notes.
