No harm in countering that tendency in some situations.

These Creative Offices are something new: get paid for proposing things
following certain constraints that anyone could propose anyway.  I like the
idea of recognizing that, and they also seem to be much more competitive
due to their "fun" nature.  Rotating out is a good thing --- many
folks have their own breed of creativity so it is reasonable to rotate
out a "good" incumbent just for a change of pace, while with other record-
tracking offices it's better to keep a competent performer in place.

Still, a safe way could be "if there are any other consenting nominees
when the nomination period ends, the incumbent ceases to be a nominee".
