These two ideas are what I've had here while on vacation (wihout a reasonably-accessible copy of the ruleset, sadly). When I get home, I'll draft actual proposals for these as well as my earlier proto-proto to improve crime fairness.
The first idea I think we need is an encoding rule. I see no reason we shouldn't just legislate UTF-8 as the standard encoding. Other forms of encoding are LEGAL but DISCOURAGED, but are manifestly ILLEGAL in reports or where an ambiguity is created; illegal messages are not considered public messages. The other idea is to legislate rule annotations. Annotations are tracked by the Exemplor and are to be used when interpreting the Rules above all but the text of the Rules themselves. Annotations include examples and precedents, and are modified via dependent actions. This allows minor amiguities and differences of interpretation to be dealt with a less powerful process than the rules.
