What would make far more sense if you ask me is to eliminate the
concept of report timeframe from salary. There is no need to have two
different governing mechanisms (report timeframe and II) for paying
salaries when one would suffice. Massage the II of a few offices, if
needed increase the II upper range, and then pay weekly salary for all
offices based on that II.
