This would require giving everybody a lot more DoC draws, and adjusting the frequencies of that deck, but: A player CAN play N Distrib-u-Matics to make an II(N-1) Undistributable proposal Distributable. E thereby becomes the proposal's sponsor. When a proposal becomes Undistributable, it ceases to have a sponsor. When a proposal passes, its sponsor (if any) gains II+2 draws from the Deck of Change.
