I am pretty sure that you can't just create judicial cases like this. (Particularly, initiating every subtype of judicial case is regulated., not to mention that the CotC would be required to track these hypothetical cases even if I ignored them.) Therefore, as Justiciar, I am considering this ineffective. - woggle
