Gratuitous arguments: FALSE; the only means of honorable deregistration is to be Inactive for 3 months. It's IMPOSSIBLE to be an Inactive Player for 3 months whilst being deregistered for a period between 0 and 30 days, and the exception only applies to persons in this category.
