I'm not worried about confusion, although a scam making everyone inactive and making it impossible to become active is worrying, especially as it could be used to limit the possible appeals panels to the scamsters. As it is, other players could become active and would probably be sentenced to DISCHARGE for it if the original sentences were patently bogus.
