Well, that's quite the bug, seeing that someone could do the same thing
right now with a "nasty" proposal... and no real AI limit there, either.

A *very* last minute conditional is the defense: "If scshunt has spent
X on any one of these proposals, I spend Y and vote".  Then it would be
just a race to get the last timestamp.  And messy.

Er, shall we fix plutocracy then, one of:
  1. tweak quorum to include first class persons with 0 voting power,
  2. put default voting power of 1,
  3. make it cost to make a proposal plutocratic in the first place,
  4. allow spending on these decisions to be conditional on end-of-
     voting conditions, like conditional votes ('if anyone else
     spends X on this proposal, I spend Y and vote').  Takes the race
     condition away.

Choice of fix?
