A way to do this (can't remember if I wrote this in the Yak proposal) is
tax 50% above 100 for first-class players, and 50% off whole total [i.e. 
no deductable] for any other entity.  If later we actually want to 
encourage contract ("corporate") holdings, this can be changed somehow.
