Would that make the holiday terminate one instant after the birthday begins?
(as the earliest possible 14-day bracket that "includes" the birthday).
"Wholly includes" fixes that, and the holiday ends the instant the birthday
ends.  (Assuming there's no need to have the the holiday end line up with the 
end of an Agoran GMT day - that's what I was trying to do in first draft, but 
no real need to I suppose).
