Here are the two proposals for what could be this final distribution.
You can still submit proposals, and if 363 passes and 364 fails, I'll make another distribution before we go to ludicrous speed. Voting on 348-362 is still open for another hour and a half. Full report then.

363 (omd):
[Note which I request the Speaker to include: At this point the best
strategy to win is obviously to avoid controversial proposals, and I
suspect this might make me lose, but I like this idea enough that
I'm proposing it anyway. Basically, after a winner is determined on
the anniversary, allow asymptotically faster play to continue through
the rest of Agora's Birthday, with a second winner if a paradox
occurs or none otherwise. This does preclude the possibility of
continuing this nomic next year, which I dislike: I would rather
start a new nomic each time, because it should be okay to make
further play impossible, because the whole idea is to start from a
clean slate, and because I wouldn't mind changing up the initial
ruleset each time, though that last is a separate matter to debate.]

I propose that a rule be enacted:

Upon the adoption of this rule, the following rule changes occur
sequentially:

- Rule 326 is amended to read:

On 30 June 2013 00:04:30 +1200, the Voter with the most points shall
 win. In case of a tie, all such Voters shall win simultaneously.
This does not cause the game to end.

- Rule 333 is amended by appending:

After 30 June 2013, 00:04:30 +1200, the previous clause does not
apply; instead, a proposal's prescribed voting period begins when it
 is submitted.

- Rule 207 is amended by appending:

After 30 June 2013, 00:04:30 +1200, the previous method of voting
does not apply; instead, votes must be sent to the mailing list.

- each rule containing the text "24 hours" is amended by replacing
"24 hours" with "one cycle length" or "cycle length", whichever is
grammatically correct;

- a rule is enacted reading:

The cycle length is initially 24 hours. On 30 June 2013, 00:00:00
+1200, and thereafter once the cycle length has passed since the last
reduction, the cycle length is reduced to half of its previous value.
On 31 June 2013, 00:00:00 +1200, the game ends.

Rules purporting to set deadlines in terms of the cycle length refer
 to the cycle length at the time of imposition of the deadline.

When the cycle length is less than 24 hours, the Speaker may, but
need not, perform eir normal duties.

- and this rule is repealed.

364 (Steve):
If there is exactly one Rule which was initially numbered 112, then
that Rule is amended to Read:

The game ends at 00:04:30 UTC +1200 on June 30th, 2013, or at the
time when all adopted proposals whose voting periods concluded
before that time take effect, whichever is later.

If Blob previously forfeited, then e is reinstated as a player, any
rule to the contrary notwithstanding.

The Winners of the game are Blob, Chuck, Ed, Goethe, Michael and
Steve.
