Opinions wanted:
If a public agreement exists (Rule 2328), is there currently any Agoran mechanism for penalizing breaches in the agreement? [*] I can't find anything explicit, but the fact that it can be created as an "agreement" suggests that Agora recognizes it as an agreement, and may have some implicit means of enforcing it; e.g. by calling a breach of the agreement a violation of R2328. [*] without using additional mechanisms, like promises or making it a party or the like.
