Gratuitous:  FALSE on a technicality.  A player could create a promise
whose cashing caused em to violate R2394, then cash it emselves.

At first, I thought this was addressing the reverse:  if Alice cashes a
proposal that causes Bob to Taunt the Police, then Alice is guilty of
Naughtiness by Proxy (but should generally get a sentence of DISCHARGE).
