Rule 2420 (Score) defines Scorekeepor as the "recordkeeper" of score, which most likely satisfies Rule 2162 (Switches)'s "exactly one office whose holder tracks instances of that switch". Therefore, this is likely a no-op, except perhaps requiring the Scorekeepor (to spell it 'right') to be more explicit about players with no score. Also, not sure whether you did this intentionally, but your choice of adoption index 9.9 for the proposal effectively makes it require unanimity to pass. Typically the adoption index would be the highest power of rules to be amended, in this case 2.
